CPU running at 800 MHz

My Intel Core i3 4160 is running at 800 MHz. It is not a power saving setting as even when running games like League of Legends, Skyrim etc, it remains the same. I have no idea what I should do. Buy a new CPU? I am getting my information from CPU-Z and Intel Processor Identification Utility and MSI Afterburner says the same.

Is Intel speedstep enabled? When you enable speedstep, your CPU will downclock itself in idle mode, and will work on its stock clock at load. And when you disable it, your CPU will always run its stock clock.

To check the maximum CPU state, follow the steps here:

Step 10 is the one to check. You can ignore the others. Make sure the maximum processor state is 100%. You can also play around by changing the minimum processor state to 100% to see if that solves the problem.

The speedstep option should be somewhere in the BIOS, it will vary depending on the motherboard manufacturer and BIOS versions. I'm not sure if every motherboard supports speedstep, however.

Are you experiencing any performance drops because of this problem? Like lag in games or such? If not, I'd just ignore it because it is probably something like intel speedstep doing it's job, and nothing to worry about. Also, where are you getting your CPU clock speed measurements from?

If you are concerned, the best thing you can do is RMA it. Also, how are your temps? Run a stress test like Prime95 and see if your temps go up to the ~85-90C area.
