As title say do I need to oc i7 4790k for gaming and I have a asus strix 980 .If I oc gtx980, can I get performance close to gtx980ti

You actually really don't have too. I had mine overclocked but over the last week I've been testing at stock speeds and adaptive voltage and it runs everything about the same in gaming, no bottlenecks anywhere. I tested on GTA V, witcher 3, battlefield 4, project cars, metro last light, far cry 4, war thunder, arma 3 and a few others.

You don't need to OC either one for gaming. However, doing so will boost performance anywhere from an insignificant amount to a noticeable amount.
But there is more to the Ti than simply a faster core clock. It has more VRAM, faster bus, more texture mapping units, more output processors, and a lower TDP.

Don't necessarily limit your choices to just those two. I just mentioned them from my own personal experience. The H60 does a slightly better job of cooling that the 212 EVO from my own testing. But of course, it is more expensive.

I know that cm 212 is best bang for bucks. But Problem is I can't decide between air and liquid cpu coolers and will noctua dh 14 or 15 fit in cm haf 912? Sorry for my bad english

The NH-D14 dimensions are 160mm x 158mm x 140mm (w/fan). The height should be no problem. The length will depend on any obstructions in your case and the exact placement of the CPU socket on your board. But I doubt there'll be a problem.
