RAM is slowly being used up

Last week I had gone into task manager to end a program that stopped responding, while doing this I had noticed that that ram usage on my pc was extremely high and had never reached this level before, I go to check the programs, and none of the process are using anything near the amount that task manager suggest, so I run a restart, and I check resource manager. Upon doing this I had notice that my RAM usage is slowly rising (about 4mb a second) and is now reaching 14gb of ram constant. I have no idea as to what is causing this or if its a windows issue.
