I mean it's possible, so is gaming at 1080p. It just wouldn't be a very pleasant experience. R9 250 is old and weak, especially for today's games.

Save up for something like a GTX 750ti or an r9 270/270x.

You can find good deals on those cards, even close to $100 on amazon or craigslist.

No, no card in that price range will be "good" for gaming at 1080p. I'm assuming when you say "playable high resolutions" you mean 1080p.

Any of the games you listed will become a slideshow at 1080 even on the low settings.

Save up, with a budget close to $150 what you ask can be done.
