Windows 7 mobo to windows 8 mobo

So i have a windows 7 computer with ssd bios windows 7, and im building a new computer from scratch, and the motherboard says windows 8 (i guess already installed on flash bios?), so my question would be do i have to install windows 8 and spend money on that install as well? or can it downgrade to windows 7?

Probably not.
A drive, with an existing OS, plugged into a whole different system (new motherboard)....often requires a full reinstall.

ya i think i read my new motherboard wrong, i think its just windows 8 compatible not that it came with it, so if i have a SSD with windows 7 installed on it, and i have a new motherboard, i should be find if i plug the new board in right? it should be windows 7?

No, you should do a full reinstall.

A restore/repair simply looks for that original hardware. An may well choke.
And then you still have the whole licensing/activation thing. It will become deactivated upon seeing the new hardware, even in the unlikely event it boots up.

ok so i should do a full reinstall when i plug in my new pieces of tech? atm, its basically like this, i have a whole new 1400$ computer, everything i new BUT the SSD, everything else is gonna be brand new, so i should move the SSD over to my new rig and then pop in cd to reinstall then right?

Right.
A clean install with your new hardware is highly recommended, usually required.
