USB Over Current PC shuts down in 15 seconds

I'm building a PC and everything has gone smoothly up until now. Upon startup I go into a BIOS- like screen saying USB Over Current Shutting Down In 15 Seconds !!
I've looked at other threads on this forum about the same thing so I've tried the previous suggestions:
pins crooked, too dusty, unplug all usb cables, etc. but none of those worked for me. The motherboard is brand new and right now I have no usb cables plugged into it. Please help!

it could very well be your Power Supply, The 5v Lane could be over-volting causing some issues. its hard to say without a power supply testing box

This will show you a read out of what your PSU is doing, anything over 5.3v on the 5v lane will trigger an over-volt error, and anything below 4.8 will cause the USBs not to function at all.
