GTX 660 as PhysX card not boosting performance in Batman Arkham City

I'm not sure if the game is poorly optimized, but running the game with a GTX 660 as a PhysX card showed only minimal performance increase in Batman Arkham City's benchmark tool. Settings are on high with PhysX on high. The primary GPU is a GTX 970 and neither card has gone over 50% GPU usage. In fact, the GTX 660 only topped out at 30% with the fps during the ice beam scene at 45 fps, the same as it was with the GTX 970 by itself. Is it normal for this game to be poorly optimized like this or is the GTX 660 bottlenecking the primary GPU? I'll run more tests on Borderlands 2, Alice Madness Returns, and Mirror's Edge, but I need to know if the GTX 660 is worth keeping. I will not upgrade the PSU until I can either get the GTX 660 working properly for PhysX, buy another GTX 970 for SLI, or buy a GTX 980 Ti and use the GTX 970 for PhysX.

I have a GTX 970 and a GATX 750 Ti and tested them with Batman too. I decided to go with 970 alone. That test was some time ago, when I got the 970 new.
