Title says it all, I'm sure it's not the temps since my cpu is running fine and my gpu's temps stays the same even when the usage goes down. It happenes in everygame I play, and I have to restart the computer to play at 60fps for another 20 minutes. GPU is a msi gtx 980 ti gaming 6g, and cpu is 4790k
EDIT: Did a clean install of the drivers and the issue no longer happens. Thanks evryone for your suggestions

Solution
The issue would be not getting at least your monitors refresh rate in FPS. If you have low FPS, which is what it sounds like "I have to restart the computer to play at 60fps". If your CPU/GPU temperatures are safe and not throttling, and your CPU/GPU usage is not 100%, while your FPS are below your 60FPS mark, something is not operating correctly. I would begin by reinstalling the newest GPU drivers from Nvidia.

Just guessing here, but, how is your RAM usage? You do not have a background process/app leaking memory do you? Running out of RAM would slow your system to a halt.

With many GPU's and CPU's, there will be decreased performance the first few times you use it. It may take a while for your GPU to get "used," to working. If you find that you are still having problems after a prolonged period of time, see if you can get a refund :)

No, this is not true. A GPU and CPU is not a pair of shoes - you don't need to wear it out for it to fit. They are completely electronic and how long you use it does not make it any better or worse.

Alright then, I thought I read something about that somewhere, where performance peaks after a few months of usage. Sorry about that.

It's okay :) over time though dust can build up, thermal paste can wear off, and if your card or CPU detects this it can lower its clock rate and therefore decrease your performance. This is rare, but if parts overheat it can happen, and can be solved by cleaning.

As for a GPU not using 100%, that is perfectly normal if you are at max FPS and have Vsync enabled. If your monitor is 60FPS and your 980Ti is pushing out 60FPS, it finished its job early and has to wait to do more work, and is not used 100%.
