Please Help: CPU 2.1 GHz Limit

So upon reading this article here: http://www.betaarchive.com/forum/viewtopic.php?f=39&t=29224

I think I might have an idea of how to fix the 2.1 / 3.2 GHz CPU speed limit on Intel/AMD processors in Windows 95/98, but I'm having a difficult time understanding this, can someone please clarify my few questions below:

First off, what does he mean by
1. Search for the Binary Sequence: 2B D2 B9 99 00 00 00 F7 F1.

Um, if the computer won't start, how would I search for that unless I booted DOS from the OS disc, or could I boot in safe mode? Even then, how would I search for the binary sequence? I don't think it's the same way you search for files.

Secondly:
2. This location will be referred to as X for the later steps.

What the heck location is he talking about? Where is X-2, X-16, X-40, X-42, etc, how do I find them, and how do I edit them?

Third:
10. For CS3KIT.EXE, Repeat Steps 1 thru 9 using the Second Instance of the Sequence shown in Step 1.

Basically, I need this whole article clarified/simplified.

Ugh, I really need help understanding this, please, if somebody has the time, please reply ASAP, any help will be appreciated, thank you for your time.

No. I am a programmer. I have been programming since the 1970s. I have done everything from assembly code to high level computer languages. I know programing. I took one look at that, and was shocked that any programmer would expect any non-programmer to understand how to use that.

What I said to you in my post above was intended to try to keep you from potentially making changes to something that you do not understand, and causing damage to your system that you would be unable to fix.

That was why I made the first line BOLD. Computers are very, very technical things. And getting down into something like what you posted is not something even I would try. Trust me. I have done enough things like that over the years, and its not fun to...
If you do not understand any of that, do not even attempt this.

It is a computer programmer telling you to work with memory addresses. Unless you are a programmer, and I know based on your questions that you have never even considered being one, all you will do if you attempt any of that, is to further damage whatever is already wrong with your system.

You know, I already didn't like your first response on my other thread MarkW, now this response...I see that you seem to be taking me for a flipping idiot. I am perfectly capable of doing this if I have step-by-step instructions on how to do so, and in much more detail. I am capable of learning, besides, I use Virtual Machines, therefore, can restore a snapshot, no damage done, until I successfully get it right. Also, there is nothing "wrong" with the system, it is a flaw that has always been in Windows 95, and Windows 98 FE. Now do you want to be a smartypants or do you want to help me? So far, both responses of yours have been completely unhelpful.

I suppose I can understand that, sorry for my little fit back there. I do consider myself a computer geek, and I know someone else who knows programming. While I myself don't know programming, I've still managed to repair quite a few computers. Including the old family desktop that computer shops couldn't fix.

But on the contrary of never having thought about programming, I actually have, though only recently. I found a site to learn C++ from and read about two pages, but I have many more things to do before I spend my time getting into that. From what I've heard, it can take anywhere from 18 months to 2-10 years to learn how to program, depending upon how fast you learn, and how much time you dedicate to learning it. I just don't have the time right now.

But any learning experience would be good for me, that's part of the reason why I have an interest in fixing this CPU limit on 98. If you could provide me with step by step instructions with detail, I'm sure I could manage it. And even if I messed up the OS, I can reinstall it, no problem. (Unless it physically hurts the machine, in that case there would be a bit more work.) Besides, I can use VMs to test it on first, and if it fails, I can restore a snapshot.

But once again, I apologize for getting offended and going off on you like that.
