Take a look at this: http://pcpartpicker.com/p/nChXQ7

Just pick a case you want, and a monitor if you need one. You can lower the budget on the CPU, but I'm not sure you could pick a GTX960 and still run it on high. Not sure about Fallout 4 specs.

Also, you can always change the MoBo, but I would suggest sticking to that price, ~100$, and the RAM brand, but same advice: stick to 80-90$

You can save a few bucks depending on the GPU brand aswell, I've seen some ASUS for 315$, but I like MSI better.

Conclusion: what's your budget? If you want F4 on high I'd say you will be expending 750$ minimum.

Okay, so do you need a monitor? Tomorrow morning I'll build you a list with that budget, excluding the monitor (and mouse, keyboard, etc.) and the case, so you can pick one at your will.

Also tell me where are you from so I can find you the best offers.

And last question, are you planning on doing OC?

If you're willing to increase your budget to ~900$ you could get a GTX 970, they're very nice cards for the price. Also you could save some bucks on the CPU, too. Tell me what you think and I can make a few changes if you need to.

You can save 50$ on the CPU, tho the one I picked offers better performance and better OC capabilities. But you can go with the i5-4590, as well.
Also, if you're planning on OCing the CPU, you will probably need a better cooler than the stock one, so thats like 25-30 extra bucks.
However, if you give up the OC factor you can get a cheaper MoBo and CPU, it's up to you mate!

I can build you 2 setups to compare prices, one with OC capabilities and the other one without them.
