What is the difference between the Ripjaws 4 vs V?

Solution
Yes they can be run without the fans...and the 4 series was designed for the X99 and true quad channel use the timings (secondary are more attuned towards quad channel, the V series (along with the Trident Z) is designed towards dual channel (much the same as they did with DDR3 and the Ripjaws X aimed at dual channel rigs and the Ripjaws Z towards true quad channel (X97).

Either the 4 or V will work fine with either platform, the secondary timing differences are slight

Yes, the 4 series is designed towards the 2011 v3 socket and quad channel operation, the Ripjaws V line and the upcoming Trident Z line are more aimed at dual channel and the Z170/Skylake. It's much the same as the Ripjaws X were aimed at the 1155 (SB and IB CPUs) where the RJ Z line was aimed at the original 2011/quad channel

What do you mean by "aimed at"? The Ripjaws V has kits with 4 sticks. AFAIK the 4 has fans and the V doesn't. Does anyone know if the 4 series can be run without the fans?
