Static ip keeps getting "stolen" by a mobile phone

Help please!

I have recently set up a, what my router calls a "virtual network" which I read was required to host servers for games. I know I should actually use port forwarding, but that doesn't seem to work even when done correctly. I now have a static IP, where my PC always goes with xxx.xxx.0.104 at the end which perfectly works to host servers for games from my PC. But I have found that sometimes my Smart TV which is also connected to the internet, takes the IP-address when turned on, and gives my PC an IP-conflict. This later also happened with a Samsung Galaxy S4, taking the IP xxx.xxx.0.108 after I had changed it on my PC. MAC address blocking doesn't seem to work on Samsung devices for whatever strange reason.

Please help me, as playing several games means that changing all of the server configs to the new IP takes up to 30 mins at a time.

How can I possibly secure an IP address and not have it stolen by something else when my PC goes into standby?

Well, I "Port forward" a certain IP address in my router settings and apply the same settings in the IPv4 settings on my lan-cable, it does the trick
