fps drops in every game

so am running cpu i5 4570, video card r9 270x, 16 gb of ram, psu corsair cx500 now the stats say it should run gta 5 in high settings with 40-60 fps but on every game its jumps to 10-30fps its only just playable ive tried low setting its the as high its a new build can someone plz help am not that good at this stuff :)

A few things to try would be to reseat the GPU and make sure the cable connections are good. I won't do the math at work, but we'll assume the 500w is plenty for the system. Is it only GTA5 that you have issues with or is it other games as well? Make sure the drivers are up to date. There's always a chance of a bad driver being the latest push, so check what version your is with what other people have online (if there's a bad driver, there's usually enough fuss about it to know which ones to not upgrade to.

The CPU shouldn't be an issue at this point, just your graphics card (GPU). For that and the RAM, reseating would be to power down, disconnect anything (power) to the piece of hardware, and take it out. Next, put it back in again and make sure its properly and firmly in the right slot before connecting cables and trying to restart.

I didn't ask before how old the card was, but you can always try and contact the maker to see if you card was defective (if you recently got it). If you've had it for some time, or got it used, it's possible the card is on it's way out. I would try the above steps first before throwing your arms up in defeat and looking at a new card.
