I am paying for a 10 mbps and the most I ever get is 1.5 mbps. I have comcast with a modem (Motorola sb5101) connected to a wireless router (TL-wr642g), via ethernet cable, to my pc, again, via ethernet cable. I've tried plugging my pc directly into my modem and that didn't help at all.

No I don't, everything was closed except chrome and I only had one tab open with speedtest.net.

lets make sure everything is fine on your local network
go to network and sharing center -> local area connection
look for 'speed', right above the details button, lets us know the speed.

also please confirm the wireless on your computer is disabled while you are running the speed test.

I can't find the local area connection option. I'm on windows 10 if that matters.

on the network and sharing center window look for "connections: connection name"

in my case it says "connections:Ethernet0" click on the connection name
