700 dollars gaming pc build ?

My friend will get his first gaming PC next week (he doesn't know much about hardware so he asked me to build the PC for him)
he isn't gonna do anything else with that PC other than gaming, so should i go with a decent gpu (gtx 970- r9 380) and a low end cpu (althon x4 750k ->probably OC it) or a more balanced build (intel core i5-something and gtx 960)?
he will need this PC for a long run (~3years) so he wants all the raw power he can get out of this build
my build for him (aim toward gaming)

-Mobo not decided yet
-Whatever case that he can buy with the leftover of his budget
