RESTARTS, FREEZES AND BSODs NO IDEA WHAT THE CAUSE IS HELP!

Hi everyone. Ever since I've had my computer, I've been having issues with random restarts, freezes, and BSODs. Restarts are more common than BSODs, but BSODs still occur nonetheless. Anyways, I recently got some horrible spam on my PC that I couldn't remove via normal means. I wiped my hard drive completely, formatted the hard drive. It was practically new. I was also hoping that this may help my BSODs too. It didn't. Now I can barely get on without it doing some wierd stuff. Even when I select "Start windows normally" after a restart it says loading files then restarts. I don't know. Since wiping my hard drive didn't fix it, this leads me to believe it's a hardware issue. But I have no idea what it could be. I suspect either the PSU or the RAM, since I've heard both can cause stuff like this and some of the BSOD error messages have been RAM related. Pre-installed PSUs are also infamous for being dumpy. Now, how could I figure out what piece of hardware is causing this? I'll post my specs here:

Gateway GT5678 Computer
ATI Radeon HD 2400XT Graphics Card
400 W PSU
Intel Core 2 Q6600 Quad-Core Processor
Windows 7 Ultimate Service Pack 1

Note that I'm on a VERY limited budget and can't afford to buy new PSUs or whatever to test it out. will however spend the money on something once I'm sure it's the problem, but I can't buy a new stick of RAM just to stick it in and see how it works.
So how could I find out what piece of hardware is causing this?

Okay, I'll try this. Two questions first though:
1. It says it's for all x86 systems. Isn't x86 32-Bit? I have a 64-Bit OS, so could this pose a problem?
2. It says it runs from a USB flash drive or disk. Does this mean I'll have to download it and put it on a flashdrive?

Oh, and sorry, one more question. Does the USB have to be blank? I don't have any USBs that are completely blank, I use them for backup. Can I just load it on one of those or does it have to be the only thing on the USB? Thanks.

Okay, I ran MemTest for a day and night. It came out with 645 errors. I know that's not a lot compared to what some people have, like hundreds of thousands of errors, but from what I read one error is one too many errors. So basically my RAM is bad. I already have a kit coming in the mail, and don't worry, I made sure it was compatible with my computer. A website, crucial.com, has a scanner that tells you what will run on your PC in terms of RAM. So I found the best one on there.
