PC Specs:
Processor : AMD FX8350 4.0GHz, Vishera, 8 core
CPU Cooler: Cooler Master Sedion 120v
PSU: Cooler Master G750M
GPU: Radeon R9 290x
Motherboard: MSI 970A-G43 Motherboard
Ram: Kingston 2x 8GB 1333Hz

Problem: My cpu is 4.0GHz but when it set to default 4.0GHz prosessor start heating and due to overheating my PC
shut off. I replaced thermal paste on cpu again , checked PSU even I bought new. Checked BIOS setup and setup is set to Standard.
No overclocking.

When I set my CPU to 3.4GHz its run normal but I see performance drop in game,
My question is 1. why my cpu overheating, is that cpu manufacturer peoblem or from my side?
2. Why I set my cpu to 3.4GHz when it has 4.0GHz speed.

Plz guide me what should I do?

Below there is some pc of fact:

Are you sure the CPU overheats? What are the thermal margins at full load according to AMD Overdrive (you can't accurately read the temperature of an FX CPU; you need to check the thermal margins)? Are they in the double digits?

I see a few possible issues with your inexpensive motherboard (usually a bad idea when using an 8-core FX CPU):
1. The FX-8350 is not officially supported;
2. The 4+1 phases CPU VRM is not cooled (a cooled 8+2 phases CPU VRM is much better for that CPU);
3. To make it worse, you are using a Cooler Master Seidon 120v instead of a top-down cooler that would help cooling the CPU area.

Start by checking the thermal margins and if they are fine, then you probably have a motherboard issue (not MSI's fault since the...

yes thats definitely overheating. I have a very similar setup to yours, FX-8370 with a cooler master seidon v2. I've overclocked it to 4.5Ghz and it never gets above 59c.

Theres definitely a problem with your cooler somewhere here. where have you installed the radiator? is the fan behind the radiator blowing outwards? also have you plugged the heatsink into CPU_FAN?

Aireflow of cooler is inside, means sucking air inside the cabinet, let me change the direction of fan.

yes change the direction and let me know what happens. if its set as intake, its going to be drawing hot air from the radiator into the case, which will raise the temp of everything

another thing to check in BIOS is that CPU_FAN is set to 100% constantly, if there is a 'cool and quiet' setting you dont want this on, CPU_FAN in this instance in powering the pump for the water, so should be at 100% at all times (wont affect system noise).

Thx for ur pervious fan reminder, By the way Fan direction was right (air flow was out), I had an extra fan so when i open my cabinet i installed 1 more fan to radiator and my cpu heat reduced to around 15 degree. Now my high temp is 59 degree.
