Physical memory too high and causing the computer to be slow

So I recently built a computer from old parts and installed windows 7 on it, I turned it on and everything seemed normal, a day or two later the computer seems really slow so I check the processes and I see that the physical memory value is ridiculously high, its currently sitting around 70-92% which isn't normal when no programs are running and it can't be a virus because the operating system had only just been installed. I've also tried reinstalling windows and the problem still occurs, I also can't see anything. Also in windowstask manager there are no processes using the memory so I don't know what the problem is.

Yeah I did, I tried to see what was using the most and it was nothing big, so it must be something in the background using the physical memory, but I don't know what?

Whoops, I've just double checked to see if I could see it when showing processes from all users and its svchost.exe taking up 600,000k to 800,000 k, which is ridiculous, as I only have 2gb of ram.
 
Is this a legit copy of windows 7 or pirated one? There are several pirated copies with viruses already installed.

In task manager, how much total ram do you have, and how much is free. You never actually stated what you had. If you have 2gb or less then yeah 70% usage would be normal. You could also have a defective stick (or not fully inserted) and thus only 1 of your 2 sticks of memory is being recognized

So I have 2gb of ram, would I be able to get rid of the virus if it were pre-infected, I've actually stopped the windows update service and it now idles at around 50%, not sure whether it's the OS or a virus?

Pre-infected? That's language used as if you have a pirated copy of Windows. A legit CD wouldn't come pre-installed with malware unless it came from a shady, third-party PC repair store.

Try running a scan with MalwareBytes, or even download a trial version of Kaspersky and run it alongside that. It might hammer your system down but it'll scan your system thoroughly for viruses.
