Issue with USB ports..New Mice...Win7

Hello I have a weird issue I cannot seem to figure out. I am running windows 7 and am having problems with the new mice I have purchased. The only mouse that seems to work currently is this azza mouse my pc came with. I was originally using a logitech g400s but it would occasionally stop working for 5-10 seconds then start working again. I purchased a logitech g402 and when I plugged it in it never worked. When I would reboot it would light up but once windows loaded it wouldn't move. I then bought a steelseries sensei thinking it was a logitech issue. Plugged it in and same thing it will light up on reboot but not move. I tried both of these mice on my work laptop and they both work perfectly fine the second I plug them in. I am guessing there must be an issue with a program somewhere or an issue somewhere in windows, I really do not know what else to try. I have tried updating all the drivers. The steel series engine will not detect my mouse however it shows up on the device manager list with an explanation point next to it. When I try to download the drivers it fails. I have tried every usb port on my PC, rebooting each time as well as updating all the software, and uninstalling every single usb hub in device manager. On a side note this junk mouse my mechanical keyboard, my xbox 360 controller, and my fitbit charger all work fine in the same USB ports I have been trying. It appears to only be the mouse that is affected. Anyone else have anything else I can try? I am about to just reinstall windows and start from scratch....

What mainboard do you use? Do you use an external USB hub? Is it powered by an extra power adapter? Using long extension cables?
Check the BIOS for USB settings and change them around. Something like legacy mode, USB 3 mode (that also controls USB 2 ports btw), etc. Try every possible combination.
If that doesnt change anything,do a CMOS reset of your mainboard.
If all that doesnt help, I am afraid that your mainboard is shot.
You could try to get a USB PCIe card first before replacing it.
