And what type of settings is minimum while gaming at that resolution

$400, not going to get you very far in PC world.. considering to game in 1200p+ a $400 video card is required.

needs an OS, but should perform as well or better than consoles. especially if you have a low res like 720p
 
Realize that consoles usually play games at roughly low - medium detail settings compared to a PC. So for that money, yes you can build one, but it's not going to achieve high details if that's what you're going for. And that A10 build won't even come close to matching a console at 1080.
