Pentium G3258 stuck running at 800MHz

Prior to the problem, I was trying to install a DVD reader into my computer. That ended in complications, don't ask. I tried turning it on again, but it got stuck on a boot cycle. I then discovered that, while I was tinkering, I had not re-installed some sticks of RAM correctly (more complications, don't ask). Now I'm back in Windows, only to find that the processor maxes out at 800Mhz, with a multiplier of 8 and bus speed of 100Mhz. Core voltage is hovering around 0.3V. Another thread suggested resetting CMOS, and while I think I did that correctly on my MSI Z97-G45 Mobo (there's a dedicated button in the back for it, so apparently it's that simple), but nothing has changed except that it has reset all mobo settings (the only essential one being my IGP Multi-Monitor setup being disabled). How do I fix it?

Would you like to see a picture of the CPU performance flatlining at 0.77 GHz in Windows Task Manager while I try to run a web browser? I'm not dumb, I know when my CPU idles and when it revvs up. Right now it is restricted to 800Mhz max.

Holy balls.
The power setting was set to "Samsung SSD High Performance", which is a power plan designated by the Samsung Magician Software that shows me all the diagnostic information about my 850 EVO SSD. I switched it over to "High Performance", the Windows designated setting, and the CPU freed right up

You are a genuine genius sir, thank you. I never would have caught that on my own.

I was about three weeks getting mad with this issue. Windows said that my CPU was clocked to 4.2 GHz but everything seemed to be so slow. That was diving me crazy. Finally I found CPUID CPU-Z and I saw the thruth: my CPU was constantly running at 800MHz. Finally I found this post an it solved the problem. Now the games fly in my PC.
