Never had a problem with the monitor (vg248qe) before this and I think it might have to do with the motherboard but im not sure and maybe one of you have dealt with this before. When I turned on my computer it says DVI no signal when connected to graphics card but works when connected to the IGPU on the motherboard, and it also shows no signal when connected to my old graphics card. When I go to device manager it also shows that there is no graphics card in the computer when there is.

This is a very classic problem. It has nothing to do with mobo or even the graphics card. Your monitor probably have old drivers and does not support your graphics card DVI output. Your only option is to switch to HDMI output. I have the exact same problem with my Acer S21HL, it never recognizes my DVI output and only uses HDMI.

The only possible temporary fix I found is having windows de-recognizing your monitor. That way it will get rid of any monitor drivers and sometimes DVI will turn back up. But this generally is more like 40% of success. So you could try going to Asus and download updated monitor drivers and see if that fixes anything.
