Looking for a really high end CPU.

Assuming budget isn't a factor:
i7-5960X vs dual high end Xeons (eg, E7-8890 V3 I'm assuming is the best right now)?

I'd like to overclock if possible. It'd be with liquid cooling.

I'm probably not going to use ECC RAM unless there's a really good reason to (to my understanding it's much slower).

It'll be for both work and games.

Well, the 5960X will be way more than enough for gaming for sure. Xeons are not the best for gaming really. And the 5960X can do pretty much anything you need it to.

If you plan to overclock, then Xeons are basically out. If you think you can justify it, grab a 5930K and have at it. I'm sorry but the 50% price increase to the 5960X isn't justified by the 2 extra cores, 4 extra threads and 25% more cache.

The cost difference to me between the two, and even to the Xeon is negligible otherwise I wouldn't have posted it.

Let's pretend all of the options costed exactly the same amount.

What would be the best then? Around 65% work and 35% gaming use.

5960X, especially if you want to overclock. Xeons suck for gaming.
 
I think it depends on the work the pc is being used for. If it's a highly multithreaded program that can make use of dual processors and time is money, the xeons might be the better choice. Just because a program is heavily threaded doesn't mean it can effectively make use of dual processor configurations though. Multicore and multi cpu systems require a program be coded differently. Too many variables and too much vague usage to really say. If the program used for 'work' is heavily threaded but can't make very good use (or any use) of a multi socket system, even a 4 socket server grade board with 4 xeons would be pointless.

The 5960x would be the best single cpu/chip option and likely the best rounded for both work/gaming.
