2 Hard drives only 1 works

Ok, so i installed 2 hard drives. The primary one (boot hard drive) is smaller than the secondary (new) one. It is not brand new so it doesnt need formatting. But I plugged in the SATA cables and the other cable (it is a 2 way (split) multi colored cable) and it doesnt show up. All the ports fit and there isnt a problem with that.

Please help!

PS: I also looked for it in device manager and disk manager

Have you tried the HDD in a different SATA port on the motherboard or using a different SATA cable? Either one of them could be faulty and thus not supplying the secondary drive with enough power to get it properly detected. I'd also make sure the ports are enabled in BIOS. Check if that HDD is getting recognized by BIOS at least.
If you have another computer on sight, I guess it wouldn't hurt to plug the hard drive there and see how the other system will react to it.
