CPU fan spins, but no POST or video

I have read the stickied thread.

Parts:

CPU: Intel Core i7-860 2.8GHz Quad-Core Processor
Motherboard: MSI P55-GD65 USB3 ATX LGA1156 Motherboard
Memory: G.Skill Ripjaws Series 4GB (2 x 2GB) DDR3-1600 Memory
Video Card: PNY GeForce GT 610 1GB Video Card
Power Supply: Corsair CX 500W 80+ Bronze Certified Semi-Modular ATX Power Supply

I wanted to put some of my old parts in a new case and use them as a dedicated Stepmania machine. So all of these parts are 5 years old, except the PSU and video card, which are brand new (old PSU was used for the new gaming build, old video card was too big to fit in the new case, lol).

When I power up the all the fans spin, including the CPU fan, and all the LEDs come on. Three different things happen next, depending on the memory configuration:
-No memory/memory in wrong slot: Three long beeps.
-One stick: No post or video, CPU fans continues to spin and LEDs remain on, but there's no indication that anything is happening.
-Two or more sticks: No post or video, after a few seconds the computer restarts. This cycles continues until I power it off.

All the old parts were working flawlessly when I took apart the old computer. The CPU was previously overclocked, however I have reset the CMOS which should clear the overclock settings. In addition to various memory configurations and resetting the CMOS, I have breadboxed the build and tried two different PSUs (new one and old one that is currently working in my new gaming build), two different graphics cards (the brand new one and the old one from the previous build), and both PCIe slots. I have reseated the CPU and heatsink with with new thermal paste, and all connectors have been reseated multiple times. None of these have had any affect. I also inspected the CPU pins on the motherboard, for good measure, and they were all in order.

My guess at this point is the problem is either the CPU or motherboard, although both were fine when I took them out of the old build. I don't know how to tell which my be the culprit though. Replacing either could be difficult to do, since the socket is obsolete. It would probably be cheaper to get an entirely new motherboard and CPU.

But before I go out spending more money, I'd like to get any more suggestions to try to fix or debug this issue.

Solution
Seems like you swapped out a lot of stuff to test, aside from the motherboard and CPU, don't see anything from what you tried to test further till you try a different motherboard or CPU.

Yes, the monitor and cable work are the same I use for my gaming build and work fine with it.

When I boot with no memory or memory in an incorrect configuration, I get 3 long beeps (so I know the PC speaker is working at least). Otherwise, I get no beeps.
