Lag after installing new graphics card

Hi, im new to the pc world so im still a bit of a noob but i just got my new R9 380 4g graphics card installed replacing my gforce gt 710 and ive come home to a bit of a laggy PC. the mouse movement isnt crisp and the display feels well a little laggy and just not crisp, sorry for my amazing descriptive skills but thats the only way i can describe this. everything was running fine before this upgrade

I watch alot of high def movies/tv shows and i usually would get interrupted with the picture pausing/pixelating/colour-mashing-mess but this upgrade hasnt improved any of that at all.

Bassically gaming has improved a little (being new to the pc the only game i have at the moment is witcher 1) however the way the pc loaded the visuals was almost... wavey. Say the screen was split horizontally any amount of times, and these sections would load one at a time (bottom to top) its bothering me a little bit when i go through the cutscenes.

I was wondering if someone would be able to tell me is my pc lacking in certain areas? I have been told by one of my pc builder buddies that these specs would be able to run anything fine without any problems, if thats the case what could be causing this?

my specs are all listed here as this was my PC before i bought a new case
I HAVE A NEW GRAPHICS CARD (R9 380 4g) AND A NEW 550w POWER SUPPLY

did you uninstall the old drivers before putting the new card in?

make and model of this new 550w power supply?

not all units can actually deliver the wattage they say they can.

i managed to get my hands on a power supply from another tower (mate needed the case not the supply, they came as a bundle)

it says its a 'Standard ATX PS2'
the case it came with was a MX200 cougar if that helps

i had the card installed so im not sure wether the guy who did it uninstalled the old drivers, any way i can check?

Sorry im a bit new to PC builds

ok i found and followed the steps from here http://www.howtogeek.com/howto/windows-vista/remove-old-drivers-after-upgrading-to-new-hardware/

and i deleted my old nvidia gt 710 from the 'Display Adaptors' list and also the software, ill restart and see if there is any difference
