TESV: Skyrim Low FPS On High End System?

I have a pretty good pc:

AMD FX 8350 @ 4ghz
8GB DDR3-1866 RAM
GTX 970

When I play skyrim vanilla on ultra, i have input lag and frame rate issues. The game looks to be running at 30-50fps (it looks like).

When i mod it with 130+ mods, the performance is cut down slightly, using an ENB Preset and 4k textures on everything, the game runs at 20-40fps (it looks like).

Is there anything I can do to fix this issue?

I think skyrim is heavily dependent on a few fast cores.
The FX-8350 is not optimum.
Here is one test:

Your graphics card is excellent and should not be the issue.
Unless... your mods are poorly implemented and are having a problem with VRAM.

To test the cpu sensitivity, you can run some experiments:

Limit your cpu, either by reducing the OC, or, in windows power management, limit the maximum cpu% to something like 70%.
Go to control panel/power options/change plan settings/change advanced power settings/processor power management/maximum processor state/
This will simulate what a lack of cpu power will do.
Conversely what a 30% improvement...

Try to OC your FX-8350 to compensate.
You will need a good quality motherboard.

To test the sensitivity to multiple cores,
experiment with removing one core. You can do this in the windows msconfig boot advanced options option. set the number of processors to less than you have.
This will tell you how sensitive your games are to the benefits of many cores.

If your FPS stays the same, the extra core/s you dropped were not helping.
