Windows Error Recovery (Pretty sure hardware)

I recently moved and my PC was damaged in the processes. When I try to boot up my PC, I get a Windows Error Recovery; when I try to do the windows repair, it fails.

I haven't made any updates prior to the move, so I'm thinking this has to be a hardware issue.

My primary boot drive is an SSD, so I'm thinking its unlikely that this is the cause of this. I also have an HDD that I use to backup my recovery images; I have also tried to boot off of my backup images, but I have the same error message.

I can enter the bios, and the bios recognizes the connection to both of these drives so I'm thinking the connection can't be an issue.

I'm not sure what my next steps should be, does anyone have any advice as to what steps I could take next?

I don't have a disc/flash drive to boot a fresh install at the moment, but would a reinstall even work?
