High End Gaming PC Build advice/opinions???

I am very much wanting to have my own gaming pc built, and I want the best of the best. My plan is if i'm going to get a gaming pc, I might as well put the money to good use and get the best I can get.
I play games such as all the sims games and expansions, Fallout series, Elder Scrolls, The Witcher 3, GTA V, and I want to build a Gaming PC that can run all of these games flawlessly without any sort of lag and on ULTRA settings. Now, I understand that building your own is a lot cheaper and just overall better than buying premade systems, but that's where i'm lost.
I have researched all over the web and there are so many varying opinions on this, so I just am resorting to making my own thread on the matter.
What do you guys think I should get? What is the best of the best in your opinions to run the games i mentioned perfectly? I have never played games on PC, just on Xbox. But I want my games to run just as good or better on PC than they do on the xbox. I dont want to build a PC just for it to lag a little compared to how games run on xbox.

Before I get too specific, need to know what kind of budget you have in mind. It not hard to smoke an Xbox...an i7/Z170 with a high end gfx card would do it. If you want to go a step further and do a bit of 'future proofing' then the next step is a 6 core ( or 8) intel extreme on an X99 motherboard and maybe run 2 gfx cards...but that get expensive real fast...when you get into these processors and cards, you have to have high quality supporting hardware to do it 'right'. So tell me your spending limit and I can point you in the right direction. ;)

Well I certainly want high end, so i'd say 2000-3000 is my budget, if i can get the best for less then great, otherwise that would certainly be a good budget for me.

Thanks for looking that up for me! So the specs you listed will be able to run most any game much better than an xbox one or ps4? And be very durable? From what i've looked up this all looks nice, gonna do a little more research, then I will start buying everything piece by piece :)

Is it really worth it to get 2x 980ti's? Wouldn't one suffice? Or is it pretty necessary? just wondering, thanks for info :) helping a lot!

If you gaming in 1080p 980 Ti will handle anything u throw at it, if it's 4K then just add another one

2x 980ti is for 4K gaming. And that's about it.

For any resolutions lower than 4K... a single 980 Ti will be more than enough.

Well, I have thought about the accessories, and I just purchased astro a50s, but the real question I have,
DO I even need a sound card? From what i've read it seems that a sound card isn't a smart move to buy with the board i'm getting at least (ASUS HERO VII) because the onboard sound is very decent they say. What is your opinion on this?
If you think its necessary, what would you recommend?

You'll feel the difference by no doubt, at least I felt, when I bought one, but it was 4 years ago (I have M-audio sound card). And I felt the quality not only in games, but also in music, and the difference was rather great. But I have nice sound system and good headphones, by my opinion))) But not so of a great price)) You should read some reviews, I suggest, and then make some choise. But you will not regret)))
