i'm having trouble playing games,it's all too laggy and if it's possible to play i have to set it to Low
what do i need to improve my PC? 4gb to 8gb ram or Graphics card?
(sorrry for my english)

Current rigs:
Windows 7 64-bit
H81M-DS2
Intel core i5-4440 CPU 3.10GHz
4Gb Ram
Intel HD Graphics 4600

Solution

Intel HD Graphics are not for gaming at all and it does a terrible job. It is near impossible to play modern games at playable framerate.

Also if you are multitasking you really need 8 GB of RAM.
When gaming my usage around 5 GB and more when i have more programs on.

I would recommend a GTX 950 or R9 270X if you are on a budget, it does well for it's price point and it just came out.
However if you can afford it something like the R9...
If you want to play games you need to get dedicated GPU and than another 4gb of ram which can wait a bit if your budget is not big enough for both, most important thing is that you get dedicated GPU

Which PSU you have ? (so we can suggest GPU based on your budget)

Use this guide so you have the adequate PSU:
