Fast internet (browsing) and upload speed but slow download speed

I just subscribed to a new ISP yesterday with a 50Mbps plan, but the upload speed is significantly faster than the download speed. Youtube streaming is a breeze (though some other video platforms is slower) and browsing isn't a problem. When I download off file sharing sites I get speeds under 100KBps on my

Above is a speedtest result. This one's a bit slow, so far I managed to get 15Mbps of download and 45Mbps of upload. I really hope this is just a temporary ISP thing.

a lot of ISPs will limit certain activities, like torrent downloads. 
not sure how things work in Jakarta but in some areas ISPs will oversubscribe, lets say they have capacity for 100 customers in your neighborhood, but there are 150 customer that are willing to pay for the service, the ISP will take your money and provide you with bad service.

Hmm, I see, I'll have to see with my ISP then.

Sidenote: I downloaded a torrent this morning and the speed went up to 5 MBps and a Steam download peaked at 5.5 MBps (with a promised 6 MBps (50 Mbps)). They're definitely not bad numbers, but that's where the speedtest doesn't make sense. What exactly is speedtest measuring? If off-browser downloading is as fast as the promised speed, is it the connection to the browser (or the browser itself) that's causing it to slow down?
