My processor is only running at 1400 MHz instead of the target speed of 3500 MHz, even when playing games (H1Z1, CS:go etc). I just upgraded to windows 10 and am not entirely sure how to navigate the BiOS, but I was wondering if someone could help me diagnose whats going on here. thanks in advance!

Have you messed around in your bios at all? Download and install CPU-Z, HWmonitor, and prime95. Open up CPU-Z and HWmonitor, then run a stress test using prime95. Post a screenshot of HWmonitor and CPU-Z while the stress test is running please.

Your motherboard isn't too great, and it has weak VRMs, it could be the board. But I am leaning more towards the thought that something in your BIOS has gone afoul.

Well, First thing I would try would be to go into your BIOS. Somewhere in there (pretty much always on the exit page) there will be an option to "restore UEFI defaults" or something to that effect. select that option and then reboot. This will reset all BIOS settings to factory default.
