Ok So My Cpu When I Play Games Like h1z1 Or I Stream For Twitch My Cpu Gets Very Loud And Makes My Room Hot At Times And Now I Removed The Side Panel And Even before I Removed The Side Panel My Pc Randomly Shuts Off And Restarts Itself Its Agitating And I Think Its My Cpu Here Are My Specs
Amd Fx-8350
Radeon R9 290
Gigabyte Mobo
12gb Ram

It's not the CPU, it's the heatsink most likely.

This is expected as stock coolers are loud and bad, also the FX 8350 is known to run hotter than it's intel counter parts. Removing side panel is not a good idea, it may improve the temperatures a tad bit however unwanted particles and dust will pile up which will be bad in the long run.

I would recommend you to get a Cryorig H7 or Hyper 212 X
If you want to overclock, something like a NH D15 will do great.

Well to answer your first issue, the CPU could be getting loud because the heat-sink has to dissipate all the heat being generated from the processor working, it is just the fans spinning up fast to keep up with the amount of hot air the system has to clear. The reason your room is being hot is due to the first thing, all that heat has to go somewhere and that somewhere is the room.
Regarding the random power downs that could be an issue from the PSU being a lower quality or your system is drawing too much power from it and it shuts down due to over loading.

Can you provide specifically what model your PSU is?

Are These Heatsinks Or Fans Sorry Confused On Both Of Those And I Cant Put The Side Panel On Cause My Parts Are Cluttered Into My Small Tower I Have To Get A Bigger One

 
FX coolers are loud. I don't know if previous posters have ever experienced them, but they are very loud. The only solution to your problem is getting an aftermarket cooler, a lot of people had to do the same thing. They shouldn't be selling these coolers for those chips, let's hope they don't mess up their future CPU coolers also.

jep, had an fx 8320... at leaest it blocked the sound from the nearby railway...!
