It's USB passthrough. Lets you use the keyboard without losing a USB port on your PC. It's a convenient feature.

EDIT: Thought you meant ports on the keyboard itself (lol). Disregard this post.

The keyboard requires a lot of power and if plugged into USB 2.0 it requires both plugs to draw sufficient power. If plugged into USB 3.0 it only uses one of the two USB ports. Source: I own the K95 RGB and i read it in the manual when I got it.
