Mouse lag after new pc build w/ Windows 7 64 bit

Ok so i am going to try to explain myself as clear as possible despite my frustration of spending hours upon hours of trying to figure out what is going on here...

3 days ago: i was using a laptop with windows 7 32bit for everyday use and gaming. i have a logitech m510 mouse which is wireless and has a usb reciever. had zero problems with the computer or mouse in anyway. i recently bought computer parts to do my first build and i built my first computer yesterday. I installed windows 7 64 bit on my new desktop and went through all the basics of downloading drivers and windows updates. I get on today and instantly notice my mouse does not feel right. It is almost as if its just slower or lagging a bit. sometimes it stutters or moves in a random direction than where i am moving it.

the reasons why i dont think it is the mouse itself...even know im sure everyone is going to tell me to get a new one.

- i have cleaned the mouse laser with rubbing alcohol and let it dry.
- i bought a brand new mouse pad.
- replaced the batteries in the mouse.
- tried every usb port on my computer with the receiver.
- uninstalled and re installed drivers with my mouse.
- last but not least, i have plugged the mouse back into my old laptop i used and it worked flawlessly, just as it did before switching it to my new computer.

I have read so many sites on people having these issues but cannot put my finger on what is actually going on.

things i have tried:
-disabling Aero themes
-trying different mouse themes
-trying different mouse scroll speeds
-uninstalling mouse drivers and reinstalling.
- making sure all windows updates are current as well as drivers
-testing my hard drive through manufactures website to assure my hard drive is working correctly.

Again, as soon as i got on my new computer for the first time i felt the difference instantly. It is kind of hard to explain but the best way i can put it is that it is not as smooth as it used to be, and sometimes it stutters or moves extremely slow or even faster and sometimes it moves in a random direction. its not all the time and i cant really notice anything else going on when it happens. its just random. I have checked my CPU usage and RAM usage constantly as well as temps. all are fine.

my system spec:

AMD Athlon X4 860k
GA-F2A88XM-D3H motherboard
Nvidia GTX Geforce 660
8GB of G.Skill RAM
1TB WD blue HDD
Windows 7 64bit home premium
mouse: Logitech M510


Sorry for the long post but to anyone who reads and can help me it will be greatly appreciated. I know most common knowledge about computers but i am no expert by no means. Troubleshooting is very hard for me. Thank you ahead of time for any suggestions or fixes!

I FIXED ITTTTT!!! :D :D :D I was about to go to bed and turn my TV off and i realized... maybe it has something to do with me using my TV as a monitor. So i checked my Nvidia settings and i noticed my resolution was 1080p (which it should be) but- it was set at 30mhz refresh rate. I changed it to 60 to match the TV and BOOM. Everything was smoother and the mouse felt normal again.
