You could get a USB to serial adapter. Windows does have COM ports if the hardware has them. Many motherboards do not have COM ports built-in.
If you r motherboard has COM ports they might be disabled in the BIOS. But if you don't have a DB9 port on the back, your COM ports stop at a header on your motherboard.
