ASUS M5A97 LE R2.0 wont Power on, but Green Led is on.

I am currently putting a rig together, and everything is 100% connected into the correct places. When I plug in the power supply and turn it on, the mobo shows that there is power going to it. When I attempt to turn on the PC from the Case power button it doesn't do anything.

I have triple checked everything and it is all plugged in correctly.

I have also tried to turn on the Mobo by using a screwdriver, and connecting the 2 power pins together, but nothing happened. Is the motherboard bad? What is my next step?

I went into the same problem recently while i was inserting fan pin while the system was booting. The pin are those that are on the top side of the board. there are 3. I was inserting it in the 1st port while CPU fan was connected in the middle. 3rd was empty.
I never experienced this problem before while inserting the fan pins while booting. I have to do this as the fan has 2 pins and I always forget which 2 pin out of 4 i had to insert it into. This Fan is the Case fan to exhaust all the hot air out.

I have tried benching it. It does not work. I have the same model. I do have a earthing problem. I get shock. Found out that it was my wall switch board wire fault where the earthing wire had some voltage coming in. Is it due to this?
I had noticed heating on the bottom Left corner of the board. But it was not too hot. Nor does any chip seems to get hot they remain cold and unpowered due to TPU or EPU chip i guess.. I guess some chip got short.
What if the benching don't work? Should it be my CPU dead? I have warranty left I guess I will RMA it. But what should I do if I face the same problem in the future even after the Benching fails?

BTW you haven't suggested what to do if benching fails to work. Please update your guide.

More: I have an old Intel Motherboard with core 2 duo and ddr3 supported. PSU is fine. It's Corsair 550V PSU. I am currently using it writing this post.
