Hi, I recently bought a new laptop win 10,
8 gb ddr3 ram, intel i7 5500 2.4ghz , turbo boost3ghz, intel hd graphics 5500, 2047 mb nvidia geforce 920 m.

When i opened gta 4, i noticed that i wasnt able to increase my graphic setting because it read my dedicated resources to be 127mb only. What do i do, i cant even increase the resolution from 800x600

Short answer: you can't . The dedicated memory is fixed in size and can't be changed.

You can likely force the game to start at different settings if you change the display ini's, but that game is known to be absolutely horrible when run on anything made after Vista, and actually requires quite a few tweaks to work properly in 8.1 (and therefore 10). I wouldn't be surprised if it stops working for other reasons.

Well that's saddening, are there any downsides to having low dedicated memeory though-127mb small.
Anyways I DID find a solution to the gta 4 error, you just need to include a text file named commandline in the gta4 folder with
"-availablevidmem 8" inside.

I take it this a laptop with switchable graphics, you may need to add GTA to use the GT 920M.
