FPS Drops in Battlefield 4 & Hardline Please help me!

Hi there guys, I've tried everything I could find on the internet to fix my issue. I've even bought three new parts for my PC to play this game. First bought a new GPU I saw advertised with the game, bought a new CPU cooler to Overclock my CPU, and finally just bought a new PSU to ensure my GPU is getting the amps it needs. My issue is still here...I've everything up to date driver wise. Installed DirectX from the Battlefield folders and even updated Visual C+++ 2012 Update4. Been in contact with EA Expert Tech support team and they don't know what to tell me. I've been trying to figure out this issue for a month now. I'm only playing on MEDIUM settings by the way. Not Ultra settings....

CPU : i5 2500k @ 3.30 GHz
GPU : AMD R9 380 2GB VisionTek
RAM : 8GB
Operating System : Windows 8.1 64 Bit
PSU : Thermaltake TOUGHPOWER 650W 80 PLUS GOLD
CPU Cooler : Cooler Master Hyper 212 EVO
MOBO : Asrock z68 Extreme3 Gen3

Could you please do so ? I would love to try your CFG file since I've tried alot of them and they havn't helped me at all. Also I'm using DX11 as Mantle makes it even worse for me....

Nope temperatures are perfectly fine on both GPU and CPU. Monitor them all the time. Also I've noticed that as well and I do run the game fullscreen as before I did run it in borderless mode but the problem still occurs regardless of the screen selection and graphic settings.
 
This is my config if you'd like to try mine aswell, you can change the max fps to 60 to match your refresh rate if you like:

By the way, try effects quality on low.

Do you mean in-game graphics preset low ? I've tried running on all low and my fps will still drop.
