I just replaced my cpu and two pins on the heatsink broke I had to put screws. My cpu went to 95 C in a minute.Is it the bios not regulating fan speed because at 95 the fan should be blazing?Did i attach the fan wrong? I'm writing this on my phone ,I am afraid my cpu will just burst onto flames.

Depends, most likely not, but the CPU is meant to have some pressure on it. Too much pressure and you can easily damage the motherboard and / or CPU. This is why you need to relieve any pressure you added by using screws to hold the heatstink on. Incorrect pressure, or uneven between the heatsink and CPU is most likely why you have the overheating problem now.

A new heatsink is generally $20-30, since it's not a high wattage CPU you could probably even find one sub $20.

Remove the heatsink, and in the meantime don't use the PC until your new heatsink arrives.
What CPU? Do you mean the plastic push pins that the factory Intel coolers use? Don't use screws. This is asking for your to over-tighten the heatsink, and damage the CPU, heatsink, and motherboard.

Remove your heatsink immediately, and go buy a new one. You really have no other option.

Best case the new heat sink solves your problem. Worst case you have destroyed the heatsink, CPU and motherboard.

Had the same temps right after startup when my stock cooler broke. Nothing will be damaged by this one or two times but dont start it for now.

You'll just need to get a new cooler. Nice budget cooler is the Cooler Master EVO 212. (not sure about your socket forgot about that)
Can probably find budget ones too if you want to spend less.

I want to thank everyone for they're quick and helpful responses. I replaced my fan with my old PC's fan, that helped a few degrees (this one is 2100 RPM, old one went 914 RPM, saw in Bios). But actually the real problem was that i didn't put enough pressure. And there was barley any contact between the CPU and heat sink. Now the temperatures are 40 C when not doing anything and 60 when playing games. I'm really sorry to bother you even further but i think i have another problem. When playing Borderlands 2 i now get double the FPS and my GPU is working 100% (unlike 60% with the old one), but my windows 8.1 seem slower, they boot slower (confirmed) and just seem more sluggish. I upgraded from Celeron E3500. Do i need to do something else now?

Everything is working faster (was just my placebo). But boot time really is slower should i put my swap space on another disk? And would my system work better on Windows 7? Sorry I really don't know much about computers, but even to me it makes no sense for slower boot with a faster CPU.
