Is my cpu holding back the gpu?

Hello! So i have a gtx 750 ti and when i play grand theft auto V i can only achieve 30 fps average, i've seen gameplays in youtube and they get 60 or even more with the same graphics card.
So i think probably my cpu is a bottleneck, it is the intel core i3 550 (2 cores 4 threads) @3.20ghz
So yes or not ? another possible factor is the 4gb 1333mhz of ram, what do you think guys ?

its RAM mate :)) GTA 5 is RAM hungry game :) Rockstar made it that way, so that game uses up more RAM and doesn't put all pressure on GPU or smth like that. had same problem, I had 4GB too, so bought +4GB RAM and game is now all smooth

maybe the ram but the game is very cpu intensive so it might be holding back too and i know since i monitor the cpu usage on gta v (about 75% to 80% of my sandy bridge 2600k) oh well hope that helps

I have 6 years old Geforce 9800GT 1GB, i5 4590 and 8GB 1600mhz RAM, and im able to play it on medium settings(well there are no low :D ) on 30 FPS :)

well, i notice the game uses 80%-100% of the physical cores ( i check this with msi afterburner) but the gpu load is always like 50%-60% only and it should be 90%-100% like in crysis 2 or 3

I know :) its 6 years old. was a beast when I bought it :) im slowly upgrading(saving up money n stuff). before specs were core2duo e7400, 2GB of ram DDR2 800mhz n msi motherboard 775 socket. I upgraded everything nearly in 1 month :) waiting for my paycheck to hit GPU
