Will a motherboard post beep without a CPU & RAM installed?

Hello

My motherboard is a Z170A MSI Gaming Pro, and I have everything I need for my build except the CPU -- The RAM will be arriving on Monday. Since I cannot foresee if my build is a successfully working rig, I only have the option of checking for various signs of life on the motherboard.

PSU: Corsair HX1000i Platinum
Mobo: MSI Z170A Gaming Pro
GPU: GTX 980 Ti (not installed)
RAM: Hyper X Fury DDR4 2600mhz (not installed/or arrived yet)
CPU: Intel i7 6700K (not arrived yet)

All of the parts are expected to be ordered by the 18th September, when I get enough cash to purchase everything, but right now its not possible to boot the system, and I've currently got all of the case button/LED/USB cables connected along with all the PSU connections and the HDD boots, the fan boots, the mobo LEDs light up, but I don't get any beeps from the little speaker. I've checked that the polarity terminals are correct, but still no beeps. Is this normal? Will the motherboard not beep if the CPU (and RAM) aren't present?

There is also no light on the power/HDD activity lights, even though the power button works. Is that normal?
I'm just a little paranoid, because of the limited 2 week warranty. Please can I get some feedback on this.. Thanks!

Generally a board needs the CPU to attempt to POST and get beep codes. (Only board I ever fired up without a CPU was my old slot processor board. Every once in a while the CPU card would sag out of the slot and trigger a reboot)

There are some motherboards that will flash without a CPU, presumably they would at least fire up and ask for a BIOS file.

For your board have you checked the "EZ Debug LED: Easiest way to troubleshoot" Might be providing a code for no CPU.
The Motherboard will give post beeps if Ram is not installed although I have never tried to turn on a board with out a CPU so I can not answer that part of the question.

FYI: if the BIOS are set to "Fast Boot" you will not get the post beeps. Since you do not have a CPU you will not be able to check this.
