I keep getting network error when trying to download files from chrome. Speedtest also gets stuck while measuring the download at about 60 M. I don't know why this is happening! I have tried reinstalling chrome and other browsers, noting works!

EDIT: This is happening to all devices on my network.
 
Have you tried updating your network adapter drivers? What is the model of your network adapter?

Go to control panel, administrative tools, system information, components, network, adapters and in the right hand column there will be several adapters listed. One will probably be Microsoft Kernel debug network adapter and below that one of the listed adapters, depending on if you are using wifi or Ethernet, will be the adapter we want the information from. Find the column that says "service name". It will be what is needed to find the correct adapter driver.

I don't see "System Administration" and I know that I am using realtek drivers via ethernet.

It was working fine before but just recently started happening. It also is happening on my other computer which leads me to believe that this is a network problem. Speedtest.net also gets stuck while trying to test the download speed. My phone on the same network can't load anything (no apps or webpages) so, I am pretty sure it is a problem with my network.

Im pretty sure this is not a problem with my computer and more of a network problem because it is happening on all of my devices that are connected.
 
It might have helped to mention that other devices were having the same issue as well in the beginning. Didn't notice it on your follow up post.

Do you have a combination router modem, or separate router and modem? Have you tried power cycling them by unplugging them both for one minute then plugging them back in?

Have you tried running the Network troubleshooter?

I have separated router and modem. I am going to try power cycling now.

Power cycle didn't solve the problem.
