AMD FX6300 70c+ Idle Temp (Before Crash)

I'm working with a 2.5 y/o comp with AMD FX 6300 and a Cooler Master Seidon 120M which started shutting down after a few minutes of being on this week. Checked my temps and the core temp quickly shoots to 70c+ (it shuts itself down at 89c). Voltage is also stock for reference.

I figured the thermal paste went bad and replaced it with Arctic 5, then cleaned the fans and radiators, and finally tried booting with no panels on the case all to the same effect. I've tested the temps with CPUID and within the ASUS Bios software, both indicate idle temps shutting the system down.

The fan for the radiator is running, and the blue LED on the heat sink is on. I've switched PSU and graphics cards to see if the issue might be there. DRAM on the MOBO has a heat sink. I would post the MOBO model but I left the computer at my office today.

In your opinion is this just a liquid cooler failure? I'm happy to replace it but no stores near me had the Corsair H60 in stock (which I've had good luck with). Let me know your thoughts, I'll post any info I can tomorrow afternoon when I head back to the office. Thanks for the help!

Yes, it sounds like the pump isn't running. Or it is running (blue light) but not spinning/pumping. Btw, you do have the pump plugged into a sys fan header that is at full rpm all the time, right? The 4 wire rad fan should be plugged into the 4 pin cpu fan header.
