Can I use my Belkin N600 router on an incoming 1000 mbps fiber optics broadband ?

Your wireless base station (AP or router) should be as fast as your fastest client machine. Doesn't matter how fast the incoming pipe is.

If you have a fast connection like that you would like to have a big pipe for distribution.

Your Belkin N600 would work, but you would only get 100mbps connections (1/10 of capacity of your connection) to the internet, as it only has a 100mbps WAN port.
You should probably get a newer router that has gigabit (1000mbps) ports (both WAN and LAN ports), also at least dual band AC 1200 wireless to take full advantage of your internet connection speed.
