Computer Wont Boot When GPU is Plugged In

For some reason, my computer just stopped booting. It would hang on the windows 7 logo boot screen. After the logo stops "swirling", it would just stay there. Once I removed the gpu it boots fine.
I also can't get into safe mode or windows recovery without removing the gpu.

The psu should be sufficient since it's a Seasonic 660w Gold.
Also the computer was working fine until it stopped booting. It wasnt until the computer froze and I had to reset it.

Does anyone have any ideas?
 
it could be a damaged video driver. with the gpu removed remove the video drivers for the gpu then power down and see if the gpu will boot into windows. also make sure the gpu fans are moving and the card not full of dust. if the system locks up with the gpu and no video drivers..try another card to see if it the mb or the gpu. if you think the gpu is bad see if it under warranty..if it is start an rma.

I tried getting into safe mode with no luck. Safe mode shouldn't load the gpu's drivers right? and just load the most basic windows drivers?

Ill have to wait to try your solutions. I just don't have the time to diagnose any further. I do know the temps of the gpu were fine before it crashed and looking at the HSF for the gpu, it's near spotless.

I did toss in another card and it works fine also. So the PCI E slot is working fine.
