Best computer to utilise Sony Vegas Movie Studio

I'm looking to build a computer on a very tight budget of £250. I'm mainly going to be using it for general uni work (essays etc) and video editing and rendering on Sony Movie Studio. There won't be an fancy effects for the computer to handle so what would be the best computer I can build for my needs and budget. This doesn't have to include operating system.

For 250£ ~390$ you can't expect video card - at least not the good one but ... you can get integrated graphics and since you dont need top computer i think it will be enough
