Total = roughly 300w.
That's pretty maxed out for stock speeds. If you have oc'd the 8320 moderately and lowered your cpu voltage for better temps, you'll still be somewhere around 300w. Most decent 400w psu's can handle this easily, its the junk psus that it becomes an issue as they should have been rated at an honest 300w not a bigger sounding 400w that they can't sustain at any time.
The hyper212 is an excellent budget cooler and wont take any more power to push than the stock cooler you currently have, power isn't an issue there. It'll only be an issue if you decide to go for good OC, quite capable on that cooler (it's good for 180w) which will definitely put you over the 300w mark, maybe as high as @350w, which is pretty much out of tolerance for a junk psu like Huntkey, logysis, Dynex, but still ok on a good psu like a Seasonic 400w.
The biggest problem with a hyper212 is its size. At 160mm it won't physically fit in some smaller mid towers or micro-atx towers. You may need to go with an alternative like cryorig H7, which is only 145mm tall but actually outperforms the more popular hyper212
