I want to have a motherboard which is good in overclocking and can overclock FX6300,it can be atx, matx but it must have a pci-e x16 3.0 slot andit comes under 60$.
I have chosen some mobo's already so please advise me with which one should I go-Gigabyte GA-970A-DS3P OR Gigabyte GA-78LMT-USB3 And tell me which chipset is best for doing OC.

Out of those two you would definitely want the gigabyte GA-970A for overclocking. The 990x or 990fx is considered the best chipset for AMD overclocks but the 970 chipset will do just as well most of the time.

Sorry for the late reply. On stock cooling not very far at all, to be honest I wouldn't recommend even trying it on stock cooling, if you do make sure you leave voltages at stock and carefully monitor your temps. For AMD piledriver cpu's the cpu package temp should never go over 62c, for cpu core temp its about the same it can go a bit higher but to be safe I never let that get any hotter than 62c either.
