Asus Z97-A base clock issues

If some one could advise me it would be appreciated, I am not into over clocking but I have noticed an irregular base clock.
I have a i5 4690K which runs at 3.40 GHz and drops to 0.80GHz when at idle.
Now it is running at base freq 3.40GHz and normal 3.80GHz, I have tried restoring defaults in the BIOS and it still runs high, I have run the Intel diagnostic tool on it and it has passed.

Not sure how this has happened, if anyone could help me please?

Sorry must a misread that. Is speedstep enabled in the bios? Check your advanced power settings(control panel->power options) if the minimum power state is 100% it won't slow down past 3.4GHz.

Thanks for the reply, it is running a hotter cpu temp as the idle is 3.80 (should be 3.40) and when it throttles down it will not go below 3.40 (used to be 0.80), the temp used to be in the high 20's, now it is more than doubled to 45....

It seems to be running at a faster speed!!!!

Thank you bignastyid, I went into the power settings and it is all sorted, it was caused from when I installed my Samsung ssd and it switched it to performance mode. It is all running fine now,
